Alarm bells rang at the Metropolitan Transit Authority’s monthly board meeting on June 24. Larry Schwartz, Chair of the agency’s Finance Committee, detailed the financial dilemma brought on by the COVID-19 shutdown.

“I don’t think in the history of the MTA it’s seen anything close to the magnitude of what—from a financial perspective—the MTA is facing,” said Schwartz, in response to the Chief Financial Officer Robert Foran’s detailing of the agency’s fiscal crisis. 

Its operating budget, estimated at $17 billion for 2020, is projected to lose 45% of its funding, primarily due to the loss of ridership in the first half of the year. The $4 billion of emergency funding received from the Coronavirus Aid, Relief, and Economic Security Act (CARES) only covers a fraction of this deficit.

“If the federal government doesn’t come through with additional federal aid, the magnitude of this problem is just that much worse,” said Schwartz.

The MTA had already braced for a loss of funding for other projects, namely its groundbreaking 2020-2024 Capital Program, a $51 billion undertaking that aims to revamp much of the outdated transit systems in the city and the state. But as the meeting wore on, it became clear that more needed to be done.

“Right now our focus is on the $3.9 billion to get us through 2020,” said Patrick Foye, Chairman and CEO of the MTA. “The immediate deficit and the immediate financial crisis.”

The MTA capital programs, multi-year initiatives that cover a wide array of projects, have a complicated funding process. It is a delicate balance between allocating its own revenue, borrowing, and securing funding from the federal, state, and municipal governments. The 2015-19 Capital Program, which cost $29 billion, was covered mostly by MTA revenue and an $8.3 billion commitment from Governor Andrew Cuomo. 

But the 2020-24 program, over $20 billion more than the previous one, was expecting to get a large boost from NYC’s congestion pricing tax, as new internet tax and estate tax for mansions. This, along with the other conventional funding sources, have been completely upended by the shutdown. 

The crisis doesn’t stop there. Even projects that were initiated under the previous capital program and slated to continue under the current program have been affected by the loss in revenue.

“The 20-24 program as well as a great deal of the remaining 15-19 work is essentially on hold,” said Janno Lieber, Chief Development Officer of the agency. “Flagship programs in the capital program are being delayed.” 

Among these are the vital accessibility upgrades that would provide access to 70 stations across the city for its disabled residents.

“That initiative, which was well along in procurement before the covid crisis hit, is on hold,” said Lieber.

There have been some bright spots. The drop in ridership and new late-night closing of the subway has allowed for the acceleration of station and tunnel repairments across the system.

“We were able to identify opportunities to get more access to work areas and extended outages,” said Lieber. “But those are frankly exceptions.”

With endemic funding all but dried up, board members admitted that the agency would have to start prioritizing projects in order to stay afloat.

“One of the suggestions I’m going to make is that the MTA start breaking things down in various categories on what is essential and what is deemed non-essential,” said Schwartz. “It’s going to end up being a combination of things, and all of those things are going to be tough and hard to implement and approve.” 

Schwartz stressed that fares could not be increased, and that the agency should not apply for loans to cover the deficit. 

“I don’t think we can borrow our way out  of this problem,” he said.

Board members continuously emphasized the necessity for more federal support. The Health and Economic Recovery Omnibus Emergency Solutions Act (HEROES), a follow up relief bill that passed the House in May, promises nearly $15.75 billion in aid for public transportation, with $11.75 billion dedicated for cities of over 3 million people. State legislators from both sides of the aisle have voiced their support for the bill.Representatives 

Eighteen  of the most prominent New York State republican elected officials signed a letter to senate leader Mitch Mcconnell arguing that the HEROES Act or any COVID relief bill must include adequate money for the MTA,” said Lieber. “This is truly a bipartisan issue.”

With the HEROES Act stalled in the senate, some in the agency fear catastrophic consequences if funding is not secured.

“If we don’t get HEROES funding or something similar pretty soon, we are moving closer and closer to a fiscal cliff,” said Lieber. “Broadly speaking, we are in dire straits.”

A group of about 30 protesters stood in front of JPMorgan Chase headquarters yesterday in Midtown Manhattan, mourning the death of a Guatemalan toddler that got sick in an immigration detention center. They protested the bank’s role in funding these facilities.

“Standing here as a mother and being in front of a picture of a young girl that just passed away – I feel very affected by this,” said Edith Calderon, of National Domestic Workers Alliance. “You can’t find the words.”

The protesters joined together to speak out against JPMorgan Chase’s involvement in funding detention centers, which they believe is fueling the separation of families. They delivered signed petitions, urging the bank to stop lending money to CoreCivic and Geo Group – two of America’s largest for-profit prison corporations.

A report by the Center for Popular Democracy shows that JPMorgan is the single largest lender of these corporations. They loaned a total of $167.5 million as of March 2018.

The Guatemalan toddler Mariee Juarez and her mother , Yazmin, 20, stayed in a Dilley, Texas detention center run by CoreCivic and funded by JPMorgan Chase. Her mother has filed multiple lawsuits seeking $40 million in damages.

“This is the human face of the crisis that this bank is financing,” said protestor Marilyn Mendoza.

Three months ago the group protested in front of the home of JP Morgan Chase’s CEO Jamie Dimon.

“Now we stand outside his office because one of those children has died,” said Yaritza Mendez.

Ironically, Dimon has spoken out against Trump’s policy of separating children from their families.

A CNBC article states that Dimon referred employees to a statement by Business Roundtable which called separating children from their parents a “cruel” practice that’s “contrary to American values.”

But JP Morgan Chase still funds these prisons.

Ricardo Aca, a DACA recipient, said Dimon is not hearing them.

“We were putting our bodies on the line – organizers and community leaders,” Aca said. “We want to send this message and want him to listen to us.”

JPMorgan Chase had no comment regarding the protest at its headquarters.

Protester Timothy Lunceford said he is looking for other banks that do not support the separation of children.

“Now that I know banks support separation of children, I’m looking,” Lunceford said. “The U.S. government supports this as a punishment, and children shouldn’t be punished.”

Protester and mother Khadija Gurnah said children are placed in unsafe conditions when moved to detention centers.

“I get the privilege of tucking my children into bed every single night,” said Gurnah.

“The 13,000 children being held right now in detention should have that opportunity to be home and safe.”

Ann Toback believes that the Trump administration has supported bigoted policies.  

“As Jews, we are horrified to watch terrible history repeating itself,” Toback said. “The past two years we have witnessed Trump and his administration motivate and encourage bigoted people across the country.”

She believes America is closing its borders to helpless people, and JPMorgan is only forwarding Trump’s agenda.

“There are institutional backbones to these policies of hate,” she said. “The JPMorgan’s of the world – a civilized public face, even as they finance CoreCivic and Geo Groups without a care for the human misery resulting from their actions.”

The Paul Robeson High School girl’s track team placed sixth in the city championships this season and sent two girls to states.

But after New York City’s Panel on Education Policy voted to phase-out Paul Robeson, blocking new student enrollment at the school last month, the track team’s chance for future success might be cut short.

The phase-out will apply to 23 other city schools this fall—and slashing resources, allocated based on student enrollment, could threaten sports teams and other afterschool activities.

According to the Department of Education educational impact statement on the proposed phase-out, “Robeson would continue offering student athletics and other extracurricular programs options, but the number and range of programs offered may gradually diminish due to declining student enrollment as the school phases out.”

Horace Sutherland, a track coach at Paul Robeson for 21 years, said that without incoming freshmen, the team has little room for growth.

“If you are not able to recruit any freshmen, the team starts to fall apart without the numbers to support it,” he said.

The decision to close Paul Robeson was first introduced by the Panel in 2009; but because of a lawsuit brought forth by the NAACP and the teacher’s union, the school has remained open.

Still, there are only 30 students in Paul Robeson’s upcoming freshmen class, which is much smaller than this year’s graduating class of about 100 students.

The Public School Athletic Association rules dictate that a team must have at least 12 people on the roster to participate in competition. There are 13 girls on the Paul Robeson track team this year but six of them are seniors.

Of those six, five have been recruited by colleges and three were offered scholarships.

“I cannot recall a student who joined the team and who did not go on to college,” said Sutherland. “We have had a lot of students; hundreds of them have gotten track scholarships.”

With the future of sports teams compromised, many students at phase-out high schools feel they are losing a valuable resource.

Yet former New York City Schools Chancellor Joel Klein said the phase-out process is the best alternative to keeping a failing school open.

“There are kids there in the middle of an education and to try to relocate them is an enormous challenge,” he said. “Second of all, its very hard to start a new, effective school. Its hard to build a new and different culture.”

One possible solution is combining phase-out school teams with teams at new schools. Right now, there are two schools –The Academy of Health Sciences and a new specialized school called Pathways in Technology—looking to move into the Paul Robeson building.

While a co-location could keep Paul Robeson’s track team alive, it can only do so much for school spirit.

“It’s going to be pretty tough if [Paul Robeson] phases out because I would like to see my graduating class and what they’re up to and have a reunion with them,” said Shernika Paul, 17, a senior at the school and track team member. “I guess that wont be happening. I would also like to come back and share my stories with future students at Paul Robeson but that’s not going to be happening.”
